Shared Ownership Code Pilot

The draft version of the Shared Ownership Code (December 2024) for housing providers was piloted with eight organisations from December 2024 to March 2025. The overarching purpose of the housing provider pilot was to ensure that when the Shared Ownership Code was launched with the broader industry in late Spring 2025, it was clear and practical for providers to implement.

Now the Code has launched, it is available for housing providers to register to adopt on a paid and voluntary membership basis.

During the pilot, participating providers:

  • Undertook a gap analysis – most participants reviewed all sections of the Shared Ownership Code (this included accessibility, exploring shared ownership, living as a shared owner, moving as a shared owner, making complaints, monitoring and data). 

  • Developed an action plan for the pilot period – and began the process of bringing current practice into line with the Code’s requirements, where practical within the pilot timeframe. 

  • Participated in peer forums – where providers engaged directly with the Shared Ownership Council’s consultants to share feedback on the pilot phase and Code. 

The pilot enabled the Shared Ownership Council to:

  • Test the adoptability of the Code – providing insights and feedback which will help the Council refine the Code where necessary, helping maximize its adoptability.

  • Add further specificity to the Code – to ensure clarity and practicality.

  • Develop priority guidance and templates for providers – which support widespread adoption of the Code.

  • Develop fit-for-purpose processes around adoption - to ensure providers have a workable pathway to adoption and ongoing membership of the Code.

Tony Quigley and Bernie Conroy were the industry consultants running the pilot with housing providers on behalf of the Shared Ownership Council. During this period, they worked closely in partnership with the providers to give them the responsive support and guidance they needed as they implemented the Code.

Tony is a skilled leader in the housing sector with nearly 30 years of experience and a wealth of knowledge in developing and delivering new homes. He worked at Sovereign Network Group for over 15 years, as Director of Home Ownership and in his last role as Director of Commercial Operations. During the pilot, Tony was the primary contact person for all participating providers.

Bernie Conroy
Consultant

Bernie’s career in housing spans over more than three decades, having previously worked at Metropolitan Housing Trust for 28 years, where her final role was Director of Home Ownership. She was also a member of the Chartered Institute of Housing (CIH) working group that delivered the Shared Ownership Charter. During the pilot, Bernie lead work related to the development of templates and guidance for providers, and worked to ensure the Code is fit for purpose for specialist types of shared ownership.

The Shared Ownership Council will also be looking to launch Shared Ownership Codes for lenders, mortgage intermediaries and advisors, for which separate pilots will be run.
